
Pamela Carrie
Executive Director, Co-Founder, Fundraising Coordinator
Pamela Carrie is a proud lifelong resident of New Orleans East, where her family has lived since 1959. Deeply rooted in the community she loves, Pamela has devoted her career to advancing environmental resilience, cultural preservation, and equitable development across the region.
She holds a degree in U.S. History from Southern University at New Orleans, complemented by advanced coursework in global urbanization and an Associate Degree in Interior Design from Atlanta International University. This blend of historical, cultural, and design training shaped her understanding of New Orleans’ architectural heritage and strengthened her commitment to protecting communities from the impacts of gentrification and environmental change.
Pamela has spent decades working alongside civic leaders, churches, neighborhood groups, and local businesses to support educational, social, and economic opportunities for residents. Her leadership is grounded in the values she learned growing up in a tight-knit community of African American homeowners, entrepreneurs, and advocates who modeled the importance of service and representation.
Her passion for environmental justice led her to Water Wise Gulf South (WWGS), where she became a Neighborhood Champion in 2019. Inspired by the power of community-driven green infrastructure, she co-founded the New Orleans East Green Infrastructure Collective in 2020. Today, she collaborates with six African American-led organizations dedicated to water management, climate resilience, and environmental health.
Pamela’s vision is to continue building a strong network of leaders focused on resilience, safety, and sustainability for New Orleans East. She remains committed to elevating community voices, expanding access to resources, and advancing solutions that protect and strengthen the neighborhoods she has always called home.

Jackie Baham
Secretary, Grant Writer, Climate Coordinator, Urban Agriculture Coordinator, Digital Marketing Manager, Event Coordinator
Jacqueline (Jackie) Baham, a Native New Orleanian, dedicates her work to her community in New Orleans East. She leads NOEGIC and is part of the Water Wise Gulf South Collective, focusing on community engagement, education about nature-based solutions, and Green Infrastructure projects. She is also the youth coordinator for the Water Wise Gulf South Youth Program, educating young people (ages 5-19) about careers in green infrastructure, native plants, rain gardens, and maintenance. With nearly 20 years as a Mental Health Specialist, Jackie supports youth and advocates for social issues like feeding the unhoused and collecting hygiene items. She is passionate about local food growth to improve access and is committed to youth development and tackling environmental, social, and climate challenges in New Orleans and beyond.

Trina Hudson
Treasurer, Social Media Coordinator, Environmental Health Coordinator
Trina Hudson, a New Orleans East resident, mother, wife, and community supporter, grew up in the Lower 9th Ward and returned in 2014, motivated by her hometown’s revival. She met Water Wise Gulf South at the 1st Annual Lower Ninth Ward Festival held at Oliver Bush Park (Oliver Bush is her husband’s grandfather). She loves gardening and singing.
Since 2020, she has been deeply involved in Green Infrastructure projects with Water Wise Gulf South and the New Orleans East Green Infrastructure Collective. Her work along with her team has implemented seven projects with 34 interventions, planted over 60 trees, distributed more than 30 rain barrels, and managed over 30,000 gallons of stormwater per event, significantly enhancing flood resilience. She received a Stormwater Manager Certification from Delgado Community College in late 2024.
Her goal is to foster sustainable growth in New Orleans East through resident and city government collaboration, all to assist in creating a better quality of life for New Orleans East residents. She serves as Treasurer, Social Media / Newsletter Coordinator, Environmental Health Coordinator, and communication specialist.
